The Foundation of CESES


In 2000, several senior expert organisations from across Europe came together to form CESES — a coordinated response to the EU Commission’s call for more unified support in external action.


At the time, many individual senior expert organisations were already active in different areas and sectors. However, through its PHARE and TACIS programs, the European Union encouraged collaboration, preferring to work with a single, consolidated network rather than multiple separate actors.


This led to the founding of CESES by organisations from The Netherlands, Germany, France, Spain, Luxembourg, Switzerland, and the UK.


Together, these organisations shared a common goal: to support development by transferring professional expertise to regions undergoing major economic and institutional change.
